When Saudi Aramco’s landmark Jafurah Development Program required fully integrated technical buildings for its offshore platforms, Modutec stepped up to deliver on scope, on schedule, and without a single lost-time incident.
Working under NMDC Energy (formerly NPCC) as the main contractor, Modutec executed a full EPC turnkey scope covering the design, detail engineering, 3D modelling, supply, installation, and commissioning of Switchgear, Telecom, and Battery Rooms within the platform’s technical buildings. The work spanned six critical disciplines: Architectural, Electrical, HVAC, Fire & Gas, Instrumentation, and Telecommunications – each executed to Saudi Aramco’s exacting standards.





The project demanded 205,000 man-hours of work at NMDC’s Mussafah Yard in Abu Dhabi, UAE, followed by the inspection, testing, and sign-off of 1,165 individual Inspection and Test Records (ITRs) during commissioning.
Every system was validated. Every record was closed out. Every hour was completed without a lost-time accident.
Achieving an LTI-free record across 205,000 hours is a milestone in itself. Modutec embed a culture of safety into every shift through a structured HSE program that delivers measurable results:
- 3,827 hours of HSE training delivered, covering two dedicated topics per month with 90% attendance completion across the workforce.
- 263 audits and inspections conducted throughout the project lifecycle.
- 104 management walkthroughs and site tours carried out by PMT, HSE leadership, and senior management – reinforcing visible safety leadership at every stage.
- 35 HSE awards distributed to recognise and reward safe behaviour on the ground.
These statistics represent a deliberate, daily commitment to sending every worker home the same way they arrived.





From initial concept engineering and detailed 3D modelling through procurement, fabrication yard installation, and final commissioning, every phase was managed under a single contract. This turnkey model eliminated interface gaps between disciplines, reduced coordination risk, and gave the client one point of accountability from first weld to final sign-off.
The technical buildings – housing switchgear, battery systems, and telecom infrastructure – are the operational nerve centre of any offshore platform. Delivering these systems with zero defects at handover is what separates execution from excellence.
Fabricated and fully integrated at NMDC’s Mussafah Yard before sailing out on the ASTRO 401 barge for offshore installation, these technical buildings represent a model of how complex offshore modules can be delivered safely, efficiently, and to the highest quality standards.
